Most engineering orgs have a budget for exactly this and it goes unspent every year. Here is the email to send, and the receipt situation.

Can you expense a newsletter subscription?
In most companies with a learning and development budget, yes. A technical newsletter falls under the same category as a book, a course or a conference ticket, and costs an order of magnitude less than any of them. The claim is normally filed under learning and development, professional development, or books and subscriptions.
Learning budgets are usually per-head and annual, and a large share of them expires unused because people forget they exist until December. A yearly Premium subscription is one of the smaller line items that budget will ever see.
The email to send your manager
Copy this, fill in the two bracketed parts, and send it. It states the cost up front, names the budget it comes from, and gives a reason that connects to work your manager already cares about.

Hi [manager],
I'd like to expense a Premium subscription to Byte-Sized Design, a weekly engineering newsletter on system design and architecture. It's [PRICE] a year, which would come out of my learning and development budget.
It covers how companies at scale solved specific problems, public incident post-mortems worked through in detail, and the design trade-offs behind both. The value for me is the reference material when we're making similar calls — having a worked example of how another team handled a migration or a consistency problem shortens the design discussion considerably.
Substack sends a dated receipt on payment, so it's straightforward to file. If it's easier to buy a few seats for the team on one invoice, group rates are available and I can get the details.

What receipt do you get?
Substack emails a dated receipt immediately after payment, showing the amount, the vendor and the billing period. That covers what most expense systems ask for.
If your finance team needs an invoice with your company's billing details, a W-9, or a purchase order, email bytesizeddesigninfo@gmail.com with the details and it can be issued. Same for VAT or GST identifiers on the invoice.
What if the answer is no?
Ask which budget line it would have to come from, and whether a team subscription would be easier to approve than an individual one. Several engineers on a single invoice is often less administrative work for finance than several separate expense claims, which is a different objection from the cost.
If there is no learning budget at all, the weekly edition is free and stays free, as do the engineering blog directory and the system design glossary on this site.
